HISTORY: Mrs. Skipper was born June 11, 1919, in Chesterfield County, a daughter of the late Henry Thomas "Tommy" and Lucy Ann Wallace Pegues. She was a retired Nurses Aide and a member of Forest Pine Freewill Baptist Church. In addition to her parents, Julia was preceded in death by her husband, Samuel Skipper and by 1 brother and 5 sisters.

1 Brother: Henry (Margaret) Pegues of Cheraw, SC
1 Sister: Gladys P. Allen of Greensboro, NC
