HISTORY: Ms. Ratliff was born December 2, 1970 in Cheraw, SC a daughter of Myrtle Wallace Ratliff and the late Harry Dean Ratliff. She was a graduate of Cheraw High School and was a waitress. In addition to her father, Cindy was preceded in death by a brother, Chris Ratliff and by a nephew, Joshua Ratliff
